College Council

College Council oversees internal governance, policies, and procedures & general operations of Richland Community College. All employees of the College are invited to attend.

2026 Meetings

College Council meets from 3-4:30 PM on October 1 (NSEC), November 5 (NSEC), and December 3 (Ag Building).

What College Council Does

Make decisions regarding effective institutional operations and/or processes.
Review committee charges and update when needed.
Make decisions regarding committee recommendations.
Ensure that approved recommendations are connected to budget and/or strategic plan
Review policy recommendations to be finalized before going to the Board of Trustees.
Model approved decision-making process.
Support the work of accreditation, including the HLC Assurance Argument.
Assure that procedures are in place for policies.
Assign charges to committees as appropriate.
Involve and communicate to stakeholders when appropriate.

Membership

Membership of College Council is reviewed annually.

Meets monthly September-December and February-May.

Quorum is 12 voting members.

Key Initiatives

Strategic Planning

The College Council served as the key developer of the 2024-2026 Strategic Plan and includes work sessions and updates in meetings.

Policy Review

Policies pass through committees or divisions to College Council for review and comment. They then move to the President’s Cabinet prior to presentation to the Board of Trustees for the required three readings and action. Policies recently reviewed include the Accessibility Policy (5.13) and a revision of Section 3, Employee.

Committee Oversight

The Chairs of the four standing committees are voting members of College Council. They place discussion items on the agenda, assuring that curriculum changes and teaching and learning issues are shared across divisions.
