Perkins V

The Strengthening Career & Technical Education for the 21st Century Act (Perkins V) is a principal source of federal funding to states and discretionary grantees for the improvement of secondary and postsecondary career and technical education programs across the nation. The purpose of the Act is to develop more fully the academic knowledge and technical and employability skills of secondary education students and postsecondary education students who elect to enroll in career and technical education programs and programs of study.

History of the Act

The Smith-Hughes Act of 1917 was the first authorization for the Federal funding of vocational education. Subsequent legislation for vocational education (now termed career and technical education) included the Vocational Act or 1973 and the Carl D. Perkins Act of 1984 (Perkins). Perkins was reauthorized as the Carl D. Perkins Vocational and Applied Technology Act (Perkins II) in 1990, the Carl D. Perkins Career and Technical Education Act of 1998 (Perkins III), the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV), and most recently the Strengthening Career & Technical Education for the 21st Century Act of 2018 (Perkins V).

The Perkins Program at Richland Community College provides support for Career & Technical Education (CTE) through:

  • Work based learning experiences for students
    • Bring guests to the classroom
    • Support hiring and employment preparation events
    • Facilitate student trips to industry sites
  • Partnering with community and local workforce
    • Industry representatives act on our Advisory Committees—We are looking for industry partners to collaborate and provide feedback on our CTE programs.
    • Cross referrals  to employment, social service providers
    • Monitor local workforce characteristics and needs
  • Direct support for students who are members of special populations facing obstacles to success
    • Cover costs of occasional barriers to CTE students in a Special Population
    • Not a direct monetary grant to the student
    • Limited funds available, first-come, first served if eligible
