Students are eligible for services if they meet the following qualifications set by the Department of Education:
- Are citizens of the United States or have permanent residency
- Are enrolled in classes at Richland Community College
- Are in need of academic support
In addition, students must meet at least one of the following criteria:
- Neither parent graduated from a four-year college
- Are low-income according to government guidelines
- Have a documented physical or learning disability
